A Riggins man died yesterday (Weds) in a Boise canal. The Ada County Coroner identified 64-year-old Richard Kelsey deceased at the scene. He was found submerged in the canal. The Boise Police Department was dispatched just after 6:30am yesterday to a report of a deceased person in a canal near Eagle Rd and Wainwright Dr. Boise police detectives are still investigating, but a press release says there are no signs of foul play.
