Washington cities didn’t break the top 400. Bellingham came in at 435. Walla Walla is 709 and Pullman ranks 1,093.

Survey writers say starting a business in a small town can be a good idea, because, among other things, it can help weather economic storms. Small cities also offer lower overhead costs and stronger relationships with customers.
