Pullman City Council Passes Electric Scooter & Bicycle Resolution

PULLMAN, WA – The Pullman City Council passed a resolution on Tuesday regarding the operation of electric scooters and bicycles. The resolution contains three parts. Firstly, a moratorium on the enforcement of portions of Pullman’s City Code, specifically the restrictions of riding these devices on sidewalks in the central business district and rules of operation downtown as well as the limitation of operating only during daylight hours. Refer to Pullman City Code 12.10.070 (1-3)  and 12.11.020 (3-4) for further details.

Secondly, speed is limited to a maximum of 15 miles per hour for all electric scooters and bicycles.

Thirdly, a fee of $150 for the impoundment of abandoned or improperly parked devices will be in effect. In the event that an electric scooter or bicycle has been impounded, contact the Pullman Police Department’s non-emergency dispatch line at 509-332-2521.

The following items concerning the operation of electric scooters and bicycles in the current Pullman City Code remain unchanged. These include, but are not limited to:

  • Helmets are required
  • Must be 16 years of age to operate on a public right-of-way
  • Must obey all rules of the road applicable to vehicle, bicycle, or pedestrian traffic
  • No passengers or towing
  • Visible reflectors are required by Washington State Patrol

This resolution, including the moratorium on enforcement, began immediately and will remain in place until May 10, 2024. At this point, the Pullman City Council will reassess the community’s needs in regard to electric scooters and bicycles.
