Washington House votes to provide monitoring, notification for domestic violence victims

The Washington House has passed a bill to provide electronic monitoring and real-time notification for domestic violence victims.

The House on Wednesday unanimously approved The Tiffany Hill Act,” named after a Vancouver woman killed by her estranged husband three months ago. The former Marine sergeant was shot and killed in her car outside an elementary School.

Hill’s husband, who had been arrested in September for domestic violence was free on bail and blocked by court order from having any contact with Hill when he shot his mother-in-law, who survived her injuries, in front of the couple’s three children. He killed himself following a short police chase.

Under the bill sponsored by Republican Senator Lynda Wilson, of Vancouver, when an abuser or stalker gets closer than the court allows, the victim gets an alert on your their phone. The Senate unanimously approved the measure in late January, but will vote again after the House added a minor amendment to provide greater specificity for when a victim would receive notification.
